In April and May, the boards and councils of the public agencies eligible to serve as Groundwater Sustainability Agencies (GSAs) are officially determining whether to participate on the GSA board, through the creation of a Joint Powers Authority. The table below includes the entity/basin, meeting date, and decision.

Sonoma County Board of Supervisors/

Board of Directors, Sonoma County Water Agency – All basins

Overall, Board agreed with staff recommendations. Public representatives of agriculture expressed concerns about the lack of ag representation on the proposed governing board. Letters sent to the Board expressed concern about lack of environmental representation. The Board Ad Hoc Committee (Supervisors Gorin & Rabbitt) committed to meeting with ag and environmental reps to hear concerns. Board of Supervisors Minutes, Video

Sonoma Resource Conservation District – All basins Board agreed with staff recommendations for all three basins, with the exception of Petaluma Valley, where the board expressed concern regarding the voting structure that requires both the County and City of Petaluma vote yes to approve super-majority vote. Petaluma City Council – PV

 

Council held a study session. Some council members expressed support for the City creating its own GSA. The Council will consider this item again on 12/19/16. Petaluma minutes
Nov. 15 Santa Rosa City Council – SRP Overall, Council agreed with most staff governance recommendations. Council had concerns about the voting structure and board composition and asked staff to bring concerns back to the working group. Santa Rosa Council minutes
