The Sonoma County GSAs regularly contract for services to implement the Groundwater Sustainability Plans, augment staff expertise and resources, and leverage their funding. The GSAs are committed to transparent and equitable Request for Proposal (RFP) and/or Request for Statements of Qualifications (RFQ) processes which result in high-quality proposals and project implementation.
All RFP, RFQ, and bidding processes are conducted in conformity with federal, state, and local law and regulations, as applicable.

SONOMA COUNTY GROUNDWATER SUSTAINABILITY AGENCIES’
FEE ANALYSIS AND RATE SETTING SERVICES

The Petaluma Valley, Santa Rosa Plain, and Sonoma Valley Groundwater Sustainability Agencies (GSAs) are seeking qualifications from consultants or firms with experience in fee analysis and rate setting services for public agencies for all three agencies.
The GSAs are primarily interested in the consultant’s experience in relation to setting fees and rates pursuant to Propositions 26 and 218, specifically related to the Sustainable Groundwater Management Act. The GSAs are considering a range of options, including updating the existing fee study or exploring alternative fee structures.
